U.S.-China tech battle entering its ‘primetime’ — and generative A.I. could be the next frontier

Generative artificial intelligence, the technology that viral chatbot ChatGPT is based on, could be the new battleground in the battle for tech supremacy between the U.S. and China, according to one analyst.

Despite the two nations seeking better relations after U.S. Secretary of State Antony Blinken met with Chinese President Xi Jinping this week, analysts said the tech tensions will continue.

Washington has sought to cut off China from key technology like semiconductors while China has looked to boost its self-sufficiency and wean itself off American technology, touting its domestic sectors.

“The status quo isn’t likely to change much on any front — from sanctions to business pressure,” Abishur Prakash, CEO of Toronto-based advisory firm, The Geopolitical Business, told CNBC via email.

AI, which is seen as a critical technology by both nations, will likely be dragged into the battle between the two sides.

AI in the ‘crosshairs’

Former President Donald Trump began a trade war with China and technology was dragged in the middle Washington’s tactics so far have relied on restricting China’s access to technologies it deems critical such as semiconductors.

An escalation occurred last year when the U.S. introduced sweeping rules aimed at cutting China off from major tools and components to make advanced chips and choking the country off from critical semiconductors. The move was seen as potentially hobbling China’s homegrown chip industry. U.S. has also got allies to align on tough export rules of tech to China.

Meanwhile, the U.S. has looked to boost its own domestic technology including semiconductors, with funding such as the $52 billion available via the Chips and Science Act.

Washington’s attention is now likely to turn to generative AI.

“There will likely be more attempts coming from Washington to target the development in China of some types of applications, and generative AI could be in the crosshairs in the coming year,” Paul Triolo, the technology policy lead at consulting firm Albright Stonebridge, told CNBC.

It comes “as the Biden administration determines which technologies could benefit both China’s military modernization, and which could also boost Chinese companies’ ability to make breakthroughs in generative AI,” he added.

Generative AI relates to applications such as ChatGPT which are able to generate content when prompted by users.

How U.S. restrictions target A.I.

AI needs to be trained on huge amounts of data in order to work. Generative AI is based on so-called large language models, meaning it is trained on huge amount of language in order to be able to understand and respond to prompts from users.

The processing of this data requires a large amount of computing power that is powered by specific semiconductors, such as those sold by U.S. firm Nvidia, which is seen as the market leader in such chips.

Part of the U.S.’s current restrictions aim to cut China off from some of Nvidia’s key chips, which in turn could hamper China’s AI development.

Washington is also carrying out an outbound investment review, which would put rules in place for American investment into foreign companies.

“The upcoming outbound investment review executive order will include restrictions on U.S. investment in some AI-related technologies, and this will be a major indication of the direction of U.S. technology controls in the final two years of the Biden administration,” Triolo said.

China’s generative A.I. push

ChatGPT, developed by American firm OpenAI, has taken the world by storm and has sparked somewhat of an AI arms race between U.S. technology companies including Microsoft, which is an investor, and Alphabet.

Chinese technology giants have taken note.

Over the past few months, Chinese technology giants from Baidu to Alibaba have announced plans and launched trials for their own ChatGPT rivals.

On the morning of September 11, 2001, officials at the U.S. national air control centre couldn’t make out what was happening, at first.




As controllers watched the second plane crash into the World Trade Center complex just after 9 a.m., however, it became clear that the first one hadn’t been a spectacular accident, but something much more sinister. Planes were becoming fuel-filled missiles. How many? Nobody knew.

Canadian officials followed. Airports in Atlantic Canada quickly filled with thousands of bewildered people who had been flying west across the Atlantic from Europe, but found themselves stranded in Goose Bay, Labrador or Stephenville, Nfld.

 I've now traveled or lived in 16 countries now and Never have I seen anywhere close to what a broke individual can receive in Any Other Country!

Do you suffer from excess gas causing stomach aches and bloating?

 "Hi", I'm Niko, the owner of this blog and I lost my pancreas, for the most part, in 1996'. Those were the days of partying and being a damned fool but necessity is the mother of invention. 

 There was a time when I could drink liquor, eat fried wings and pizza but that was yesteryear. I'm a retired chef and have studied nutrition since my days at Buffalo State College and today I have hammered out a remedy for those that suffer from excess gas.

 I have yet to think of a name so for now I'll just call my *all-natural combination of 5 grocery store items, "Gas Free".


 
 So far I have tested this mixture of naturally grown plants on hundreds of people, from my yacht in Daytona Beach, FL. through California down into Mexico and even here in Ecuador. Not one person remembers even having gas 20 minutes into our conversation.

 I am *not looking for money!

 I'm not a people person and I certainly won't go out and approach people with a product, all of my customers came to me through word of mouth.



 What I would like are some ideas of how to bring an all-natural gas remedy to market. I'm going to get $2000 a month for the rest my life (I'm 58 and no male in my family has lived beyond 73, this blog is geared towards the intelligent, do the math) no matter how you slice the loaf.

Gartner Top Strategic Technology Trends for 2021

 


Distributed cloud, AI engineering, cybersecurity mesh and composable business drive some of the top trends for 2021.

When employees at an industrial site returned to the workplace after it was closed during the COVID-19 pandemic, they noticed a few differences. Sensors or RFID tags were used to determine whether employees were washing their hands regularly. Computer vision determined if employees were complying with mask protocol and speakers were used to warn people of protocol violations. What’s more, this behavioral data was collected and analyzed by the organizations to influence how people behaved at work.

The collection and use of such data to drive behaviors is called the Internet of Behavior (IoB). As organizations improve not only the amount of data they capture, but also how they combine data from different sources and use that data, the IoB will continue to affect how organizations interact with people.

The IoB is one of Gartner’s nine strategic technology trends that will enable the plasticity or flexibility that resilient businesses require in the significant upheaval driven by COVID-19 and the current economic state of the world.

 

The IoB is about using data to change behaviors

 

“The unprecedented socioeconomic challenges of 2020 demand the organizational plasticity to transform and compose the future,” said Brian Burke, Research Vice President, during virtual Gartner IT Symposium/Xpo™ 2020.

This year’s trends fall under three themes: People centricity, location independence and resilient delivery.

People centricity: Although the pandemic changed how many people work and interact with organizations, people are still at the center of all business. And they need digitaliized processes to function in today’s environment.

Location independence: COVID-19 has shifted where employees, customers, suppliers and organizational ecosystems physically exist. Location independence requires a technology shift to support this new version of business.

Resilient delivery: Whether a pandemic or a recession, volatility exists in the world. Organizations that are prepared to pivot and adapt will weather all types of disruptions.

As always, these nine strategic technology trends do not operate independently of each other, but rather build on and reinforce each other. Combinatorial innovation is an overarching theme for these trends. Together they enable organizational plasticity that will help guide organizations in the next five to 10 years.

Trend 1: Internet of Behaviors

As demonstrated by the COVID-19 protocol monitoring example, the IoB is about using data to change behaviors. With an increase in technologies that gather the “digital dust” of daily life — data that spans the digital and physical worlds — that information can be used to influence behaviors through feedback loops.

For example, for commercial vehicles, telematics can monitor driving behaviors, from sudden braking to aggressive turns. Companies can then use that data to improve driver performance, routing and safety.

 

IoB does have ethical and societal implications depending on the goals and outcomes of individual uses

 

The IoB can gather, combine and process data from many sources including: Commercial customer data; citizen data processed by public-sector and government agencies; social media; public domain deployments of facial recognition; and location tracking. The increasing sophistication of the technology that processes this data has enabled this trend to grow.

IoB does have ethical and societal implications depending on the goals and outcomes of individual uses. The same wearables that health insurance companies use to track physical activities to reduce premiums could also be used to monitor grocery purchases; too many unhealthy items could increase premiums. Privacy laws, which vary from region to region, will greatly impact the adoption and scale of the IoB.

Trend 2: Total experience

Total experience combines multiexperience, customer experience, employee experience and user experience to transform the business outcome. The goal is to improve the overall experience where all of these pieces intersect, from technology to employees to customers and users.

 

This trend enables organizations to capitalize on COVID-19 disruptors

 

Tightly linking all of these experiences — as opposed to individually improving each one in a silo — differentiates a business from competitors in a way that is difficult to replicate, creating sustainable competitive advantage. This trend enables organizations to capitalize on COVID-19 disruptors including remote work, mobile, virtual and distributed customers.

For example, one telecommunications company transformed its entire customer experience in an effort to improve safety and satisfaction. First, it deployed an appointment system via an existing app. When customers arrived for their appointment and came within 75 feet of the store, they received two things: 1) A notification to guide them through the check-in process and 2) an alert letting them know how long it would be before they could safely enter the store and maintain social distance.

The company also adjusted its service to include more digital kiosks and enabled employees to use their own tablets to co-browse customers’ devices without having to physically touch the hardware. The result was a safer, more seamless and integrated overall experience for customers and employees.

Trend 3: Privacy-enhancing computation

Privacy-enhancing computation features three technologies that protect data while it’s being used. The first provides a trusted environment in which sensitive data can be processed or analyzed. The second performs processing and analytics in a decentralized manner. The third encrypts data and algorithms before processing or analytics.

This trend enables organizations to collaborate on research securely across regions and with competitors without sacrificing confidentiality. This approach is designed specifically for the increasing need to share data while maintaining privacy or security.
